I have a mid 1990's Disco which I want to register in St. Lo. It is pre the introduction of the COC. Does anyone have specific experience of the process for this model and how I achieve compliance for the French system. Thanks

Can't advise you on the whole procedure but do look on the net for hours of opening. The last time I went with a friend on a Wednesday the office was shut. The man on reception took all the details and paperwork and gave it to the bureau the next day. Also don't forget you need a pre-stamped envelope if the documentation has to be returned to you afterwards.
As James says, you still need a CoC from Land Rover France - your Land Rover is pre-EU type approval, but not pre CoC (France has had National CoCs since the 1940s at least!).
So you need:1: CoC2: Quittus Fiscale from the tax office3: Controle Technique (which you shouldn't be able to get until you have the CoC)4: UK docs including bill of sale (if you don't have a bill of sale, make one up)5: Proof of ID (passport)6: Proof of residence (utility bill)7: Cheque book or other means of payment (can't rememberif Prefecture takes cards these days)
If you (or anyone else) want my idiot's guide to registering, email me via the site and I'll send you a Word doc by return.
